Personally I have been testing with www.nexusmods.com, as in my opinion it makes cities look and feel fresh by adding just the right amount of clutter for me. It's also fairly compatible (with my mod list at least) because of this. It only affects the major holds though. I can't really suggest you any minor hold overhauls.Don't know if it has any navmesh issues though, those are the problems I most often see in city overhauls is poor navmesh management, because navmeshes are difficult to work with. I haven't used it in a serious playthrough yet and I don't know if I'll stick with it.
